A short film by korean animator Lee Sung-Gang, the director of Mari Iyagi, this is the best one in some his early animations. Found on mule.

He made about 6-7 animations before Mari Iyagi, but all I can found is this, I heard there was a dvd release of his early anime in korea but I still haven't found it.
